Rationale:

I am the primary maintainer of OTRS. OTRS cannot be easily upgraded from
version 1.3 to version 2. That is why I am planning to package version 2
in a seperate package providing a half automatic upgrade script. The
current version of otrs in unstable will be rolled back to version 1.3.3
after uploading otrs2.
