Good. Might you should rename the bug against it package name too.

Good. debconf is a good thing to do before upload to unstable otherwise
you'll need to deal with upgrades. About libssl you can resolve it
later, np.

Since only this package is using it I don't see why to include it as
another source package. Might be easier if you include it in source
and install it together with the binary package.

Later, if it shows interesting, you can prepare a new source and
upload it.

I also second the merge of both since this is a very new peace of
software and a lot of things can change. Include a source package that
later can be not used anymore is good to avoid. I vote to merge them
by now.
