I'm not adopting gal, because I've already created gal0.x, which is
uploaded and in the archive, and contains what used to be called
"gal".

Takuo KITAME refused to allow me to adopt gal only a short time ago,
and we agreed on this strategy, because he intended that the "gal"
source package would have the latest gal version.

So you and he should decide what you actually want, but regardless,
packaging of the legacy gal (providing the libgal-dev, libgal-data,
and libgal23 binary packages) is now in gal0.x.
