 Yerase's TNEF Stream Reader allows you to decode application/ms-tnef
 e-mail attachments, which are usually entitled "winmail.dat" and are
 generally a file container format that is only readable by Microsoft
 Outlook. Some TNEF streams also include RTF-formatted data.

 libytnef0 is the support library that exposes these functions to other
 programs. The ytnef program (and eponymous package) is the frontend for
 this library, so you should probably install that if you want to take
 advantage of it.

and for the -dev package:

 These are the development headers for libytnef0.

This kind of supersedes the tnef package in quality, IMO, so I'll be
talking to the maintainer Nick Phillips about collaborating on this,
though I already have packages ready.

It seems that this package already exists in the archive.  If you have
uploaded the package yourself but forgotten to close this WNPP bug, please
read the instructions at http://www.debian.org/devel/wnpp for handling
WNPP bugs properly.  You should close WNPP bugs in your initial upload
with a statement like "Initial upload. (Closes: #308418)".  Thanks.
Of course, it might also be that someone else uploading this package,
in which case the statements above don't apply -- in any case, the package
