According to the MaxMind page:

  mod_geoip looks up the IP address of the client end user.  [...]  For
  the country database, mod_geoip sets two environment variables,
  GEOIP_COUNTRY_CODE and GEOIP_COUNTRY_NAME.  [...]  It also sets two
  entries in Apache's notes table with the same names as above.

libgeoip is already in Sarge.

I have been using mod_geoip2 for about five months on a fairly well-known
and rather busy site.  I also have a preliminary libapache2-mod-geoip
Debian package; anyone who wants to package mod_geoip2 is welcome to a
copy of what I have so far.
