Bug#335992: packaging 1.0r3?

I don't want to want to adopt this package. But since the 0.19.3 code
base is no longer going to be updated by upstream, should I package
1.0r3 and keep it in testing until it reaches 1.0 and have it ready
for the the  0.19.* branch is deprecated?
