Mostly.  For ITA pings (probably the only thing I do systematically),
merkel.d.o:~vela/ita-age.pl tells me which bugs are inactive, which
are missing owners, and which have had no reply to a ping.

For title fixes, I really should use wnpp-lint [1], but sometimes it
gets things wrong [2], and I'm too lazy to double-check. :-)

Agreed, and I think your automatic expiry scripts are a great step in
that direction.  Now we just need to fix those pesky corner cases. :-)
