If you want debian to support hebrew out of the box, I suspect it is
better to modify tasksel and localization-config to properly handle
hebrew, instead of adding a new package. Both tasksel and
localization-config is used by debian-installer, and adding the needed
info there would get hebrew working for all people selecting the
hebrew language during installation.
