No it wouldn't make sense cause tool processing uploads closes bugs
mentioned in .changes file which is uploaded too.

You can always use -v switch building package.

dpkg-buildpackage -rfakeroot -v[version of last processed package]

This way .changes file will included changelog entries from all packages
published after -v[version].

Right now you should close bug manually with explanation which version
fixed this problem.
