No, wget itself is not a big burdle.
It is just that:
-  wget is not in base packages, neither on fundamental, so you could end
an install having only lynx or links, that are not exactly the easier
thing to use for download by a novice; Also you have to know the address
where to download.
-  selecting a packages called "manuale per tutti" and having it select
the installer script (that could depend on wget or other program, so
installing also that one) is definitely less error-prone.
- of course: i am talking of putting in deb just the downloadr/installer,
not the actual "fat" (althought "nutrient") files !
- last option [not intrisicly bad]: add just a AppuntiLinux.miniHOWTO with
the description on how to retrieve the full beast ! This would also ahev
the small advantage that any one installing the howtos would know about
it.
