mapserver is "an OpenSource development environment for building
spatially enabled Internet applications".   In english: it helps
you draw maps :-)

Licence is BSD style.  It can be downloaded from:

     - Drop php support, as the php version in Debian is built without
       the required regex support.  Document the changes in
       60_php_drop.dpatch.
