Fix logic of experimental handling: only close bugs with a "this exists in
unstable now" if it actually exists in unstable... for now, don't close
bugs marked as fixed-in-experimental when they're not in unstable yet,
because apparently some people think such bugs should remain open. I
disagree, but who cares... we'll hopefully have version-tracking soon.
