Bug#138971: ITP: mapserver -- cartographic renderer and utils

I just uploaded mapserver into the debian archive.  It is now waiting
in NEW.  The package is based on the content in the Debian GIS CVS
repository, <URL:https://alioth.debian.org/projects/pkg-grass/>,
initialily maintained by Thomas Sondag.

These are the packages generated:

  * perl-mapscript
  * cgi-mapserver
  * python-mapscript
  * mapserver-bin
  * mapserver-doc

I dropped php support because the php version in debian have
incompatible regex support included.

Unofficial packages are available from
