Well, the name specified in the ITP is the source package name,
one-to-one with upstream name.

For ocaml related package, the debian ocaml policy states that binary
package names should have the form lib<name>-ocaml{,-dev}, in this case
the binary package names of ocurl will be "libcurl-ocaml-dev" and
"libcurl-ocaml".
