FYI, since version 0.8-4 the Debian version of mozilla-firefox has an
automatic locale selection (stolen from mozilla-thunderbird). It would
be a good idea that your package support that. 

You just have to create a file in /var/lib/mozilla-firefox/locales.d/
containing the text:
ca:ES
