I talked to ATI developer relations, and they said they unfortunately could
not fix the problems I found in the distribution agreement (and which it
seemed debian-legal agreed with). Thus, this will not reach sarge unless
something totally unexpected comes along. However, there's light in the end
of the tunnel; from developer relations:

I'm keeping track of the drivers as they are released; 3.7.1 was broken, but
3.7.6 (internal developer preview) works fine.
