I don't use WindowMaker, but it now (0.90) claims NetWM
compatibility. So, yes, it *should* work with this program if you've
got a recent enough version.

Perhaps, if you use WindowMaker ;-) There are already a few packages
that are named wm* and don't have to do with WindowMaker (wmix, wml
are two I found right away).

I'd hate to name the package anything but wmctrl since that is what
everyone else calls it!
