Bug#138971: ITP Mapserver

I can't speak for mapserver as it exists today, I've since been
focussing on more promising options for my needs, but as it was
the last time I looked at it, the problem is not finding an
uploader, rather with finding someone who'll take the time with
upstream to turn a rather successful hack into something resembling
a policy compliant library, set of language bindings, and utilities.

I'm not likely to spend much time on this particular package in the
near future unless someone was interested in funding that work (and
even then...), but if someone is interested in picking it up, I'll
answer any questions that I reasonably can.
