The capitalisation of "Simple" and "snort" should be reversed. I would
also remove "simple" altogether, but perhaps that's an important feature
(as if there would be "complex Snort rules manager" packages...)

Remove references to Perl (implementation detail). Suggested refinement:

Oinkmaster is a simple tool which helps you update and disable Snort
2.0+ rules. It can also $VERB $FEW_OTHER_USEFUL_FEATURES.
.
Oinkmaster will tell you exactly what has changed since your last
update, giving you good control of your rules.

(Sadly I have no idea what is meant by "update" here. It seems to be
something which is constantly on-going (why else would you need a delta
from your last update?), but I don't know why I would want to update or
what it does. If what is actually meant is "change", here is a
suggestion:

Oinkmaster is a simple tool which helps you change and disable Snort
2.0+ rules. It can also $VERB $FEW_OTHER_USEFUL_FEATURES.
.
Oinkmaster will tell you exactly what you have changed each time you
have run it, giving you good control of your rules.

Please comment on what is really meant by these words.)
