Bug#219582: create new Debian-Kernel project (was: ITP: linux -- Linux 2.4 kernel)

Most people seem to think that 'Linux' is the name for the whole kit and
kaboodle: kernel, userland, and everything. They are wrong, but they still
will be confused by a package named simply 'linux'. Thus 'linux-kernel',
'hurd-kernel', 'netbsd-kernel', etc would be better. 'Linux-kernel' would
make searching easier, too.
