Hello Philipp,

I think it is part of glibc source, there is a  libmemusage.so in libc6

SuSe provides a separate source package for memusage, but other vendors build 
it from glibc. Why debian lacks it I don't know.

Here for instance:

It is built from a source rpm called glibc-2.2.5-23.src.rpm
