I'm not sure whether the canonical way to spell perl is "Perl" or "perl"
in writing. I see no problem with capitalising it as a proper noun,
though.

I'd streamline this a bit:
"Perl interface to GLib and GObject"

or maybe

"Perl interface to the GLib and GObject libraries"
(since GObject is its own library these days)

Perhaps
"libglib-perl provides access to the GLib and GObject libraries."
as the starting sentence, and be sure to spell GNOME correctly (i.e., in
all caps).
