Bug#185644: libshout packages ready

The libshout packages I've been working on are as complete as I know how
to make them.  They are lintian and linda clean, updated to match the
(very recent) libdevel section addition, and they can be used to build
and run ices, the only software I know of which makes use of them.

So, they will now sit on my APT source until someone sponsors an upload
into the archive (I'm not yet a Debian developer.)  Please test and use
them.  The location, as before, is:

deb http://rune.thebasement.org/~ice/debian keegan main contrib
deb-src http://rune.thebasement.org/~ice/debian keegan main contrib
