Bug#183320: RFP: RTLab, data acquisition experiment interface software

Anyone feel like packaging RTLab?

It is RT-Linux based real-time experiment interface software, useful
for eg neuroscience or physics experiments.  It has a non-RT-Linux
mode it can be compiled in that makes it work but bails on real-time
guarantees.  So generating two binaries, one with RT-Linux mode and
the other without, would seem reasonable.  According to upstream it
uses libpthreads, libz, libdl, libX11, libqt 3.x, and libcomedi.
Upstream also has a special page on installing under Debian, so it
should be a breeze to package.
