It is that menu system that I am using ;-)

It creates a /usr/(share/)apps/Debian/ directory. In this directory you can
find appdir-wrappers for all programs that are installed on the system with
there icons.

The reason why I like this, is that it is easy to find all the installed
programs and if you for example wants to place an icon of the Gimp on your
panel, you can drag it from /usr/share/apps/Debian/App/Graphics/The\ Gimp
to your panel.

Off course, it must be possible to create something like this without using
the AppDir method, for example by using symlinks. The only problem with
symlinks are the icons.
