gpaint was already packaged but removed from Debian because (#117074):

Please remove gpaint from the archive. Upstream is dead, it doesn't
build, and generally sucks.

Whether it "generally sucks" is IMHO a personal opinion but there's now a
new upstream version that claims "to work with the GNOME 1.4 platform".
