 You don't need to be a registered Debian developer for contributing to
 it. You can made packages for the distribution without being a
 developer. You only need to find a sponsor who will take a bit care of
 your packages and currently upload them to the archive.

 You can find a sponsor writing to the list
 debian-mentors@lists.debian.org
