rar in debian Sid is version 2.70, but on RAR website
there is version 2.90 and maybe above. I think packages
rar and unrar must be orphaned, because maintainer
doesn't update them.

Where is the evidence in the BTS that you tried to contact the=20
maintainer of these packages before orphaning them for him?  There are=20
only two bugs open against both of these packages, *altogether*.  There
is no sign that anyone has even filed a bug against these packages=20
asking for the new upstream versions.

If you want to see the new upstream versions of unrar and rar included=20
in Debian, go about it properly -- file wishlist bugs against the=20
packages.  Orphaning is for when a maintainer no longer wishes to=20
maintain a package properly or cannot be contacted.
