Bug#131125: RFP: cleanup-woody -- remove packages that were in potato but that are not in woody

I had the idea someone could perhaps provide a package that consists
of nothing else than a "Conflicts:" line and that conflicts with every
package that was in potato but is not in woody. This would be an easy
way for a system administrator to get rid of obsolete packages like e.g.
gzilla and emacs19 by doing a simple "apt-get install cleanup-woody".

Notes:
- there might be better names for the package than "cleanup-woody"
- the creation of this package only makes sense at some time near the
  end of a freeze and it might need a special exception to enter the
  frozen distribution (in practice this shouldn't be a big problem because
  this package can't cause non-obvious breakages)
