These packages don't list a maintainer because the packages don't
exist. What the script does is go thru Sources matching the package
names on the bug titles with source and binary package names,
collapsing them where possible, that is, if a bug says "O: source
binary1 binary2 -- something", only "source" is reported.
In short, please take a look and figure which packages these are
supposed to be (and all the other without maintainers). In the case of
arla, I'm not really sure what's going on, I have to check the script.
For ILU it's clear. gglyph, I have no idea what that's supposed to be.
