   * What led up to the situation?

     Trying to install wine64 and wine32:i386

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

     sudo apt install wine64 wine32:i386
     ...
     Unsatisfied dependencies:
 libgd3:i386 : Depends: libavif16:i386 (>= 1.0.4) but it is not installable
Error: Unable to correct problems, you have held broken packages.

This is not fixable:

$ sudo apt install wine64 wine32:i386 libavif16:i386 
wine64 is already the newest version (9.0~repack-4+b1).
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:

Unsatisfied dependencies:
 libavif16 : Breaks: libavif16:i386 (!= 1.0.4-3) but 1.0.4-3+b1 is to be installed
 libavif16:i386 : Breaks: libavif16 (!= 1.0.4-3+b1) but 1.0.4-3 is to be installed
Error: Unable to correct problems, you have held broken packages.
