Bug#993570: libvkd3d-doc is not installable besides libvkd3d-dev - still

I guess this package has low priority, as this is used - afaik - only 
for Wine. Since Debian are not able to build more recent Wine than 5.0 
either, it may not get too much attention perhaps?
