I had a look at #45245, which is about bundling own "broken" .desktop files.

The Debian Wine packages don't bundle any .desktop files (instead we
ship less of them then upstream does, e.g. we prevent creation of the
notepad association in the user home directories).  If we ever did then
this was quite long ago.

In the linked bug report Neon (Ubuntu-based) is mentioned, but without
specifying any version.  Ubuntu had their own (non-Debian based)
packages in the past, which iirc indeed shipped some special files.  But
since 16.10 Ubuntu is using our packages, so that is also solved.

So I'm closing this report.  If you still feel there's something wrong
please tell us the specific files and versions.
