[pkg-wine-party] Rules-Requires-Root setting (was: wine-development_3.3-1_source.changes ACCEPTED into unstable)

Can you tell me why root is required here?

I'm not very well versed in this new stanza, but I fail to find any
usage of root (equivalents) during build.  Also the previous uploads
with "Rules-Requires-Root: no" built just fine both here and on the buildds.
