I tested Firefox, Chrome and Konqueror. The problem is not a browser but a
broken Tahoma Bold font. You can also check it in KDE Font Viewer.

After replacing the fonts file (tahomabd.ttf) with version from Windows 10 problem
disappeared, text as expected is bold.
