Try this:
~$ export WINEPREFIX=/home/joerg/.wine64
~$ export WINEARCH=win64
~$ rm -fR /home/joerg/.wine64
~$ wine wineboot -f -u
wine: created the configuration directory '/home/joerg/.wine64'
wine: WINEARCH set to win64 but '/home/joerg/.wine64' is a 32-bit installation.

No way to create a working wine prefix with 64 bit.
