What "app" are you trying to run specifically? Do other apps run?
So, all of the utilities in the old wine-utils are now in wine-bin, so
I don't particularly see how that is related.
Anyway, your best bet is to check winehq's appdb for your particular
program to see its quality level with the newer wine releases.
