dpkg-source is missing.

$ ls /usr/bin/dpkg*
/usr/bin/dpkg-deb.exe  /usr/bin/dpkg-split.exe  /usr/bin/dpkg.exe
$ tar ztvf ~/dpkg-1.9.18_w32.nondebbin.tar.gz |grep dpkg-source
$
