A few thoughts on this...
A wiki is a way of storing semi-structured data, and MediaWiki has a different
(usually greater) amount of structure than MoinMoin. More structure *enables*
better policies, so discussing policy can reveal ideas for structure.
But you're right we should focus on structures that support a range of policies,
not just the one we currently expect to end up with.
We've talked before about auto-deleting pages that have been proposed for
more than a month. We'll be busy enough in the aftermath of the migration,
so it seems like a good idea to put that sort of feedback-generating work
towards the end of the todo list.
More generally, it's definitely a good idea to spread out the period when
controversial decisions land. The changes I've made lately have brought
some of them forward, so people can complain I've messed up their page now
instead of being confronted by a wall of change on migration day.
We could indeed spread the burden further by starting with a temporary policy.
