I think this is the key point.  It makes sense to ask "what are the aims of
www.debian.org?", because the www team have exclusive access and can agree
what does and doesn't go there.  But the question doesn't make sense for a
world-writable resource - we can only talk about the aims of *our team*.

To put it another way - if we agreed the only aim of the wiki was to support
Debian teams, but someone came along and made a page about their favourite
TV show, that aim wouldn't tell us anything helpful.  But if we agreed the team
aimed to provide support for other Debian teams, the answer would be obvious -
reduce the page's visibility so it's not in the way, and only get rid of it
if teams complain.

(I think the above example shows why "support other teams" is insufficient,
but you get the idea)

to involve both shaping content directly (deletion, merging etc.) and
contextualising it (archival, deprecation etc.).  So I've created some "tag"
templates[0][1][2][3][4] to complement the existing "proposal" ones.

For the record, I've been making examples to give people a general idea of
what's possible, and to document for newcomers that ideas have been discussed.
They're not intended to suggest consensus or be any kind of final draft.
You're most welcome to edit them or make new ones.
