IMO this last message is the best approach.

Nothing important should be put there until consensus is reached on next
steps.

Configuration isn't final, it still needs to be refined. For the example
you mentioned, IMO emailing users through the wiki should be disabled
entirely - it's unnecessary and will only cause problems.

It's more about the approach on how to handle the current wiki content
in relation to the new MediaWiki instance, rather than experimenting and
working out what configuration/extensions are needed.
