Anything would be better than this assumption to be honest. Of all the packages on pecl.php.net and pear.php.net, there's a policy of not hosting anything with that's licensed under GPL. LGPL is ok, as is BSD or of course, PHP - but generally the php team feel the gpl is too restrictive and don't want the php license poisioned by something which they host/distribute.
