source-only uploads and lintian checks

Hi,

once we allow source-only uploads, we will only do the lintian check for
the source upload, but many packages have only problems in the binary
packages.

I think we should do a lintian check for binary-only uploads as well
once source-only uploads are allowed.

As buildd maintainers should not have to deal with rejections caused by
this, we should make sure the rejection mail for the binary uploads go
(also/only?) to the package maintainer.

Would this cause any other problems with the buildd network I might have
missed?
