Please give back libgmpada against fixed dh-ada-library

Hello,

there was a bug in dh-ada-library (<= 6.2) that made library packages
built against produce a -dev Depending on gnat-4.9.1 instead of
gnat-4.9. Gnat-4.9.1 does not exist, so the produced -dev packages are
not installable.

Only libgmpada seem affected.
The fixed dh-ada-library is available on all architectures.
