give-back pypy on mips (and blacklist on small buildds)

The same thing happened in mips. ball isn't big enough, but lucatelli
and corelli have been able to build it successfully in the past
(sometimes with some prodding).

 gb pypy_2.2.1+dfsg-3 . mips
