Hi,

lxc builds fine on partch (powerpc) with dpkg 1.16.4.3, but fails to
build on porpora (powerpc) with dpkg 1.16.3.
It built fine on lucatelli (mips) with dpkg 1.16.8, but failed to build
on corelli (mips) with dpkg 1.16.3.

Given the build failure is SGML/DocBook related, and that the diff
between failed and succeeded build on mips shows some triggers stuff
added like the following, I suspect a bug in older version of dpkg is
causing the issue.

I hope the following request will do the trick.

Thanks in advance, regards
