I don't really get where this error came from given that nsgmls is installed
(otherwise it couldn't complain - and it is a direct dependency of po4a
 which is the tool which uses it, we don't).
The DTD on the other hand should be in debiandoc-sgml which is a direct
build-dependency of src:apt …
Combined with the fact that it failed only on some archs.

As you can see, we uploaded a new version which doesn't fail.
It seems to built fine on all archs, but that can also be related to the
fact that the path failing here isn't used anymore. I took the liberty to
finish what i had started in 0.9.4: Dividing the documentation buildprocess.
As the sgml documentation is shipped only in :all packages we don't build
them anymore on the buildd.
