svgalib on armel/ia64/mips

Per bug 625680 (now archived) svgalib was removed from 
packages-arch-specific but according to 
https://buildd.debian.org/status/package.php?p=svgalib it is still 
marked as "auto-not-for-us". Can this be cleared so the package can be 
built on these architectures.
