Problems with a build on one architecture are preferably sent to the
buildd admins of that architecture as they might be buildd specific.

Problems with a certain package which are not architecture specific are
preferably sent to wb-team as they are usually not release related.

Transition like requests (binNMUs) are preferably sent to the Release Team.

Please tell us what's confusing about that.
