I'm not talking specific about France, but I feell there is some kind of thought "the debconf I'm organizing can't be smaller/simplier/modestier than the previous debconfs". IMHO DebConf should produce profit to Debian.DebConf produces profit, that we don't measure in dollars :-)
DebConf should be a time to exchange knowledge, increasing the proximity and knowledge of project members.
Obviously there is a financial cost to this, but the most important thing is to bring improvements to the project. (They are not always measurable financially - as mentioned)
